I have now determined that the headlight/foglight switch is bad- at least the portion that turns on the foglights.
why couldn't i jump from the wire from the headlights to the foglights so the foglights would come on when the headlights are on. It would use the original relay set-up, I just wouldn't have to pull the switch on for the foglights.
anyone know which 2 wires would need to be connected - either at the power distribution panel or under the dash?
a piece of wire seems cheaper than a switch and would work just as well...

Foglight's might be on a different relay, seperate from the headlights. Putting both on the same circuit might cause problems by overloading the headlight circuit. Run wires to a new toggle switch mounted on the dash somewhere? Then you can turn on the fog lights when you need them.
Still don't know why everytime a person turns on their headlights and they have fog lights they need to have them on as well? No fog?? no fog lights?? Just curious, see it all the time. Should be renamed to "show lights" or something.

off on a tangent here but is the fog light wiring in place in the harness if there are no foglights installed?
Back on track, I would think that you could power the fog light circuit relay, not the lights themselves, from the headlight circuit in effect what you suggest. I used to always wire aftermarket driving light control power from the high beam circuit so that I could just hit the dimmer and kill them all, worked fine but the power circuit for the lights was a separate circuit with a dedicated relay, only the relay control power tapped off the headlight circuit.
It does suck to lose both aux lights and headlights while working on a tractor at night..........
