The short answer is, no they do not. I have Westin brand on my truck and they do. I have installed some that just attach to the sheet metal underneath. I prefer the ones that do, they seem to be sturdier.

For your question about torque specs. I looked through my service manual and did not find an answer. May be some one else can help you with that. On mine I just cranked'em down good'n tight. Still together after six years.

I have the style that mounts to the body mounts. After 8 years I've only busted the head off of 2 bolts. Once in the driveway getting in the truck. Once driving down the highway. That was fun. Scared the **** out of me. Luckily I was able to backtrack and find the bushing and mounting plate.
