From: North Carolina or Kentucky. Take your pick
Start at tail light wiring and work your way to front looking for damaged wiring, Left spring hangar is good place to look, but anywhere up frame rail. Generally brake controller wiring gets messed up or problem inside trailer electrical connector.

Yep, work from the rear forward, unplugging stuff as you go. There are a couple of connectors involving that circuit close to the rear bumper, then at the trailer connector- have a real good look at it, then the body harness connectors under the driver door area, eventually the fuses will stop popping and you will have isolated the problem area.

I should mention: have an extra good look at any wiring that's non-factory. 70% of shorts seem to be caused by wiring that people have added to the vehicle. Trailer or camper wiring is the biggest problem area.
