I have never had this issue. I usually leave the filter dry (about every third time I fill it with PS Diesel Kleen, or MMO) lossen the bleeder screw on top of the filter housing and cycle the key (not bumping the starter, though I will try this next time) until all the air is gone and then fire it up and go. It takes a few times to get the housing and lines bleed off but this process has never failed me.
