Speed sensor question

My 2001 is not shifting into 2nd unless I go to neutral than back to drive than it will shift up fine. I was reading some other posts and one post suggested to watch speedometer at slow speeds. I have never paid much attention to speedo at slow speeds but I watched it for the past few days and when I slow down to a crawl just before stopping speedo needle is reading higher than my actual speed, like it seems to hover about 20 kph when I am just about stopped, than it drops down when I stop completely. Is this normal??

And if you accelerate from a stop the needle jumps from 0 to 20 kph...
Shifts normal if speedo reads more than 20 kph.
Check the speed sensor on the rear axle and the wiring- saw a lot of broken wires in the region of the leaf spring to frame part of this wire.

Center of the axle on top of the differential.

Needs to be cleaned when changing rear axle oil because it is magnetic and attracts chips. If full of chips it won't be able to count the teeth passing by anymore. The wiring goes to the left side of the axle, follows the leaf spring forward and goes into the frame.
