So, when the motor is not at operating temp, (but it is like 80 outside), sometimes there is no power to the truck, major lag. Then if i put it in neutral, and get it to rev to about 2200rpm, a massive puff of smoke comes out, then the truck is A.O.K.
Only does it sometimes, and it happened before i added the banks package. It happens more if i dont drive the truck everyday, and seems to be happening more since hitting the warmer weather.

An IP is an Injection Pump. An expensive piece that if its near death, it will give symptome like you described.

 

should this injector pump be covered under my cummins warranty?

Yes, it is covered under the 100,000 mile Cummins warranty.

 

This problem also only happens after initial startup, and before operating temp is reached. It almost seems like there is a switch or something that turns on and off......??

I had the same problem with my 99, if I remember rite the dealer ended up replacing the brain box the governs the fuel pump.

 

So, the computer? Or is there another one that goes on the pump?

 

I believe it was the main computer. I don't think the pump has a separate one but I am not positive.
