I have a 99 4x4 3500 with 117000 miles on it when i first
bought it i got 21 mpg hwy, 19mpg in town. Now i get
about 17.05 hwy the only repairs ever done was a computer
reflash. Any ideas as to what could cause this and ideas on
how to my mileage back up

As far South as you are, I'm not sure if "Winter-Blended" diesel is a factor.
But it kills my MPG every winter.
#2 diesel cut with #1 diesel = "Winter-Blend" and is definitaly NOT the combination you need for increased MPG. :
But it's designed to prevent gelling in colder temps.

Re:lost mileage
I've had two 6x6 3500 and have never gotten better then 17 out of them. you might need to check your lift pump to make sure it is putting out the right pressure.
