Water intercooler?

Water intercooler?
I know this may only work for pullers or other hi hp applications because that's where I saw it. Instead of the pipes going into an intercooler they go into an aluminum or stainless tank filled with water. Any one know about this setup? Would it work on the street because it looks cool as heck sitting behind the grille

There is a street truck here with one.
Some commercial refrigeration use large underground ice cells to cool buildings.
