New Hoses, Now steering and brakes locked up?

1998 Cummins 3500 - Had leaky power steering hoses between the pump and hydroboost. Put new lines on today. While up on the jack, I filled the res then cycled the steering back and forth a couple times. Put it on the ground, started it up and the steering as well as the brakes are locked up tight. What's up??

Air Lock

sounds as if you have an air lock . But I don’t know how if you cycled and refilled the can . Try raising the truck and cycle and refill . If nothing , break the fittings loose and try to determine if pump is still building pressure as it should .
