Light flickering

I have a 90 1st gen, when I turn on the lights all the lights flickering, not going out but waving like. What could be the problem? Is it the Altinator going out or regulator.

Pretty common on the 1st Gens, mine has done it since new, even after a new alt. , huge group 31 battery, and 2/0 welding battery cables. I've been told by others that it looks cool at stoplights, sorta brings attention to my ride.... that plus the 5" stacks smokin like a freight train.

95% of all lighting probs is a ground, the other 5 is wiring or switch. But since they come on and flicker, look hard into the ground.
