I am sure this has been brought up before, but is it possible to access that hole and "Tab" the dowel pin without removing the cover from the engine? I am assuming not as that would be the go to fix for this problem if that were the case.

IIRC I saw a solution of drilling and tapping a hole in the cover and installing a cap screw in there to poke into the hole to keep the KDP in.

Wannadiesel killed large number of KDPs this way -- using a jig setup to get the hole in the correct location. A major disadvantage of this method is it doesn't allow access to the timing case bolts ("capscrews") that can be re-torqued with locktite when the cover is off. On a First Gen, these capscrews working loose may be as common a problem as the KDP...
