Use your 12cm and keep it at 35psi and you will love it.

If I was to put on an HX35 on my 93 would it bolt right up or do I need to mess with the exhuast and down pipe? I would like to do the 4" down pipe but not right now if I don't have to.....$$$

An hx35 from a 12 valve will bolt right up, the only difference is that the wastegated exhaust housing is about an 1" or an 1 1/2" longer, which isnt really a problem.

Will the hx35 bolt up on the Non-IC's??? I'm wanting to find a wastegated housing so I can adjust it... I found a couple on ebay but I'm no sure if it would be worth it. Would the hx35 exhaust housing fit H1C?

Yes the exhaust housings will fit. you would go from a 54mm wheel to a 56 and gain surge ports all you have to do is cut off the flange on the compressor side discharge that went to the elbo on the IC engens and it will fit just fine I have done it befor. You will have to change the intake hose becous the IC turbos had a 4" inlet but the air box is the same.
