Brake help needed

Hello, trying to figure out a recent brake issue on my 93 2WD. Whats happening is when I try braking at slower speeds. 0-20mph the brake pedal gets real hard to push but it stops. It'
s a full pedal and stays that way when you apply the brakes. But it takes some leg press power to push the pedal.
Is this the power booster going bad? Or could it be the vacuum pump? The power steering is fine though. So I think the pump is fine. Do you guys think I should try the booster? Any good way to test one? Thanks

The symptoms you describe are from low vacuum.
The vane pump (vacuum) could be totally shot and still drive the PS pump behind it.

Vacuum is important enough that there is a low vacuum detector wired into the brake (fault) light circuit. That light should be on when the engine isn't running, and shut off shortly after you start it. If it never lights, that vacuum detector may be defective or disconnected, (or burned out light) If it stays on, your vacuum is low.

Could be a pump problem, or a leak anywhere in the system.
