93 Dodge, won't start, no lights after key is turned to start position for a while

I'm with J Martin and Jim. Sounds like a bad battery. You did check the voltage while cranking, as well as no-load, right? The cranking voltage will tell you if it's fried, more so than how long it will hold the charge.
