4000 lb axels?

I have a 91 1/2 D350 dually. The door post ID shows Front Gw is 3830 lbs.
Does this mean that I have 4000# axles?
My problem is the front brakes are pulling to the right. I removed the wheel to check the pads. They are ok, but it looks like a previous owner might have replaced the steering knuckle (or spindle) with one from a van or a D250.
The arm that the caliper slides in is not wide enough. I removed the right side wheel and the arm comes out to the center of the rotor. This is causing the outer half of the caliper to be not supported.
The Mitchell crash book list shows 3300 lbs and 4000 Lbs axles for this truck.

Thanks in advance for any input,

Tom
