Volt Meter Question

I noticed when after starting my truck cold the volt meter jumps back and forth between 12.5V to about 15V. It this normal? This happens when parked.

In extreem cold it will even do that after it is warmed up. One time I was headed to Min. when it was 22 degrees below zero and the grid heaters were cycling all the way there for 5 hours.
