Tappet Cover Won't Come Off

I've removed the two nuts holding the sound deadening panel and the six bolts holding the tappet panel to the block. I've also moved all fuel lines out of the way and removed the oil drip tube as well. The front of the panel is loose, but the back still seems attached. I can feel where I removed the rear most bolt from, and it feels like a hex head with a hole in the middle where I took that bolt out of. Will that come out too? It feels bigger than the other five tappet retainer bolts.

Okay, figured it out. The rear most bolt that I took out was only there to hold a bracket onto a long head hex spacer bolt which in turn was holding the tappet cover onto the block. I should've figured that when the first bolt came out and it didn't have a small round seal under it like the other five did.
