Start a 98 12 V with transmission removed

Hi, I just got a 98 12 valve that the auto transmission is out of.
I want to start the engine to check it out before I remove it.
I tried to jumper from the battery to the starter solenoid and crank it and not getting it to fire.
Does this model have a electric lift pump?

Is the computer causing the the shut off solenoid not to energize?

You should be able to put the shut off solenoid in the run position manually. I believe all 12V motors have a mechanical lift pump on the drivers side of the motor. Might want to take a broom handle and push the plunger on it (a bunch of times) to prime, if it hasn't been running in a while.
