preheater screen kit
I used to have 1997 ctd, and one day it started cutting out, and blowing white smoke. It would finally die, and would take a few minutes for it to start again.
This was before DTR, so I was on my own. I called every dealership around trying to talk to mechanics, and only 1 knew something. (all the others wanted me to bring it in). He told me to check the pre-heater screen. I did just that, and behold! it was clogged like crazy.
It had some nasty, gooey stuff in it. I cleaned it out, and never had a problem agian.
I always wondered what that gooey stuff was.

I just replaced the pre-heater screen yesterday. I bought the kit from the local cummins repair shop and it was around $10 total. Piece of cake to do, just need a 17 mm 12-pt box wrench and a 24 mm socket. It is not as awkward as changing the fuel filter, so it's not too bad of a job to do.
