I was at Costco and there was a new low emission delo 400. It said it meets new emission standards. Has anyone seen this? and can it be used in my 12 valve?

Yes I have seen it. It is the new CJ-4 motor oil mandatory in engines under the new 2007 emissions.
Yes, you can use it in your 12 valve.

My advice is stay with regular CI-4 Delo and pocket the savings. NO benefit using the CJ-4 in any engine that doesn't require it.

 

My Delo CI-4+ recently purchased from Costco stated low-emission also.
