Any position is fine unless someone marked the balancer for TDC then later re-installed it a different place.
It took a very experienced mechanic I know a long time to figure out how come he couldn't get the timing right on his truck using the mark.

I took a look at the balancer on my 96. Someone put a bright white mark on it. I take it that there are no factory markings put on the balancers when the motors are built. Would someone typically mark it at the crank sensor for #1 TDC? Curious as to the marking on mine as the truck only has 82k on it so maybe the original owner had some timing adjustment work done? Do some people mark it for their style of valve adjustment method?

Lots of people mark the damper to make timing and valve adjustment easier and more accurate than the injection pump pin.
