what is the proper torque when installing a new factory harmonic balancer ?
also what is proper torque for the injectoin pump gear on a 98 12 v 7100 ?

Damper ~ 92ftlbs
IP ~ 144ftlbs is the book number but
Shoot some electrical contact cleaner/brake clean between the gear and shaft to make sure its oil free and with a new washer go 155ftlbs. Cleaning the mating surface and using a new washer is probably the most important part.
