Did you do any actual troubleshooting - such as checking power and ground to the FSS, and power/ground/trigger to the relay?

Then troubleshoot the pull circuit. Perhaps this will help...

Remember that continuity and voltage readings on a multimeter do not indicate the ability of a wire/cable to actually carry the required current. As long as you have the equivalent of one strand of wire in contact end-to-end, you can have good continuity and voltage readings that appear to be satisfactory. Voltage-drop testing may be required.

Also, check your PMs

Another question: What position is the ignition keyin when you get the 0 pull-side volt reading? Is that on crank or run?

On a 97, between the battery and the relay, there is a fusible link. It can melt
or break without showing any external signs of distress. Don’t ask about the language involved in finding this particular issue.

Are you getting constant 12v to pin 30 on the relay? Are you getting 12v on the down side (87) of the relay when cranking? Are you getting 12v at the pull in wire on the solenoid when cranking?
Did you check the ground for the relay?
Every time there has been a wire repaired or replaced, it opens up the chance of a bad connection (or more than one) anywhere in the repair. Look for a bad connector in the relay box, maybe one of them got hot and melted the holder enough that it isn’t making contact.

As "pind" says, fusible links can burn out - which means yours may have previously burned out and been replaced, so the color may be different. You may need to trace wiring, to be certain of what you have. Did you download a FSM from the link I PMed you?

Looking at that positive terminal, the leftmost cable(badly corroded - it's shortening the life of the driver-side battery by not carrying it's load) is of course the parallel connection between B+s. The cable immediately right of the starter cable should go to the fuse/relay center, so that's not feeding the FSS relay - unless some strangeness exists out of sight. That leaves only the red-orange spliced wire that I can see - where's that going?
