Am I reading this right ?

According to this TSB I should be OK to start using ATF+4 in my 1997. The owners manual calls for ATF+2.

Yes but why when you can use Dexron III plus two tubes of LubeGard black and it will be equal to +4 at a quarter of the price?
That's what most diesel tranny experts recommend.

The best trick in the book for tranny fluid, But more and more i am finding that ATF+4 is available after market and easier to find. And the ATF+2 is the old type 7176 fluid but the AFT+3 and +4 exceed the properties of AFT+2, so you can use either one, i know that some of the aftermarket tranny builders like to mix +3 and +4.
