Ok so im looking at 96 2500 4x4 with 190k on it. The guy said he replaced the starter and when he hooked the batteries back up he lost cruise control, speedo, and it wont shift into overdrive. I think he said everything else works, any suggestions on what it might be? He said he thought it was a ground issue.

Could be the Engine Speed Sensor.

 

if he lost ESS hed lose charging as well. id look at the vehicle speed sensor and circuit. Scan tool is most helpful in this diag.
