Correct me if I am wrong, but I believe I read on this site that they all come with block heaters (at least starting in 03) Just not all came with a block heater cord. Mine did not come with a cord, and Ive seen them on sale on this site and ebay for $15- $20.

They all come with the block heater, you just need the cord if yours didnt come with one...

I ordered my cord from Genos when I ordered some filters, otherwise you can get one from Cummins for $15-20 I believe...

2006 has a block heater. I HATE LYING, UNINFORMED DEALERS!!!!!!!

The plug is capped by a piece of plastic so you won't see it immediately. Just pull your intake off and search the passenger side of the block. Installation of cord takes just a few minutes.
