Utility Trailer Fender Placement? How much wheel travel?

I'm putting new fenders on a utility trailer I bought, after adding larger tires, and am trying to guesstimate how far above the tires I need to place the fenders to avoid them rubbing. It's a single-axle, 3500# setup. I think thee are four leafs on the springs (from memory). The tires I'm using are 225/75-15.
Barring any other ideas, I'm going to guess 4-5" should be plenty, but if I can put them a little lower, I will. It also looks like the axle will shift backwards up to maybe an inch, due to the design of the springs, so I may have to set them rearward slightly.
Thoughts?
