With the positive ending of a recent parts sale, I want to give the buyer positive feedback.

Going into the Classifieds section, I can get to MY profile and have the little section regarding feedback for me, but I can't seem to located the same function for the buyer.

Is there such? Or is the system only setup to deal with sellers?

It's set up for seller feedback. Unless the buyer has an ad posted you won't find any feedback on them.

They shouldn't advertise dyno events to include 1st gen CTDs if the equipment can't handle it.
