As mentioned in the thread, the lack of the VSS speed signal input to the ECM caused a low max rail pressure. Also, capping the rail helped with the max rail pressure reading.

I made billet aluminum rear and side freeze plugs for my 01 but I think the CR blocks have different mounting holes for the rear one...

The pumps are mechanical and require a means to limit the max fueling. Whether it be the fuel plate in a auto gov pump or the rack stop in an ag gov pump.
