Cold Air Intake vs. Air Heater

Recently searching on ebay I find a air heater and realize this is a factory part, the peice that fits right top of engine block and bolts right under intake elbow(what oil dipstick bolts to). Why do you run a cold air intake if you have a heater that is run inline with intercooler and engine? Sounds to me like this defeats purpose of cooler air makes the engine internally run better.Someone explaine the purpose of the air heater after the intercooler.

The air heater only functions at start up when it is cold outside (bellow 40 degrees?). During normal running operation it does not heat the air.

In warm weather states, such as California some guys even remove it to help with airflow.
