Found this. Apparently it's what they're requiring contracted outfits to do, not state employees. Still, FEMA is dumping a lot of money into modernizing agencies and teaching them to be able to communicate and assist each other efficiently for mutual aid. Promoting a foreign language throws a monkey wrench into the works...

It gets much better than that...in Cal.,we have ffs who have not been paid for last years wildfires by the state! There is "talk" that if called they will not respond.
