I have used something very similar, but larger, to pull roof metal up onto a building. A rope goes through the loop and is tied at the handle with the hole. When you pull on the rope, it clamps the jaws. The harder you pull, the tighter it clamps.

Looks like a notch in the opposite handle for the loop to lock into.
Looks like it could be used to stretch material over a frame. Maybe leather, or canvas?

as a metal worker, my two cents:
old crimper for tin roof channel or furnance plenums, stove pipe. locks two pieces together with the edges ribbed. the angle on the one blade makes the opposing rib 'catch'.
