Plumbers: Commode wax ring question

Replacing my toilet later today when the tile installers are done.
Should I place the new wax ring around the sewer pipe and then place the commode on it OR should I stick the new wax ring on the underside of the commode where it goes and then set the whole thing down on top of the sewer pipe?

I've always put it on the bottom of the toilet and then set it on the floor mount.

You could or can do it either way.

I got one with a tapered flange on it, is that what you mean by horn?

That's what I was hoping. I was also under the impression I needed the horn version because we are going from carpet to tile so there will be a small height difference.

It'll have directions telling you to apply it to the stool 1st and don't forget to smear a little off to coat the mounting bolts so they don't sieze up with rust.

I was just skimming your post, not really paying attention at first,
I can't tell you what I thought it was saying, only that it involved the words:
applying & stool & mounting bolts
