Anyone here familiar with basic electronics? I need to make a remote control that will operate a traffic light from a distance of about 1000 feet. I also need to make some kind of electronic... 'stuff' that will make the light shine steady, flash and switch between yellow and red.

I would think some kind of radio system and some relays should do the trick. But if you are trying to change the light as you get close to it, there is already something called an Opicom ( spelling)that does this.

Feel free to PM. I have worked for cities most of my working career (except when I was young and dumb, I thought I was a trucker) and know of a few people that might be able to help, mostly traffic techs.
PM me if I can help, a personal friend is CFO of a company that does research and development as well as low production of electronics with a communications background. They are legit and help bring ideas like this to production if that is what you are trying to do.

Not quite, but I can see where it would seem like this might work. And it might, but it wouldn't be within the regulations I'm trying to stay within.

You may want to look into kits for prototyping. Building your own from the ground up may take some in depth knowledge of RF+Microcontrollers.

If you want to control traffic lights you need to build what is called a MIRT or Mobile Infa Red Transmitter. Google MIRT
They are also illegal to use in an unauthorized vehicle but can be build for about $20.00.
The CCD cameras in most intersections will be able to see the emitter strobe a mile away.
