D350 1990 aircraft towing vehicle

I purchased a 1990 D350 with a cummings 5.9 ltr from the government auction site, I have put on a new bed and a few other upgrades but as I am not a diesel mechanic, I can not figure out the govener system that keeps the speed to 35mph. Any help in teaching this retired EOD tech would be apreciated.

Welcome to DTR The slow speed are due to the stupidly low gears inherent to the military tugs. Save for new axles or 54'' tires, you're kind of stuck with 35mph....good purchace none the less--welcome to the club
