This came up not long ago, you might check the bolts on the intake plate top.

Is there any codes? Normally if the wastegate is messed up you will have overboost codes which it may be. If the truck is stock with no boost fooler and the ecm sees to much boost pressure it will defuel there that would explain your loss of power. how loud is the whistling noise?

you could try pressurizing your intercooler and plumbing with regulated air pressure then use soapy water to check all the connections if it is a boost leak and you pressurize the system with the engine off you should be able to hear the leak. hopefully your intercooler isn't cracked. another thing you could do would be to hook up a boost guage and see what your boost is at.

You might also check the plumbing going to your wastegate diaphram...loose elbow/cracked line.
