Truck will not shift out of first gear

My brotherinlaw who lives in costa rica, has a 99 dodge cummins 4x4. He told me that lately when he is down to a 1/4 of a tank, his truck will not shift out of first gear. He also says once he fills up the problem goes away.

The diesel sensor in the left rear tire feels there is not enough weight on the left side of the truck due to the tank being over half empty. This signal is then transfered to the APPS sensor. This will cause the APPS sensor to go bad. I have an extra one for sale for $150.00 Just an educated guess. ???

Have him take it to the dealer and replace the fist gear with a first gear ;D

I have a 99 CTD auto 4x4 quad cab, and it wouldnt shift out of 4th or OD when i got off the highway yesterday and stalled the truck when i had to stop, when i restarted it it was stuck in 1st gear, and still is! >

This d... truck has been one problem after another, dont get me wrong i like the looks of the dodge and the cummins is the best engine around but the tranny and everything else isnt worth the trouble of getting another dodge! Does anyone know what is wrong and why it wont let the tranny shift out of 1st?
