shock install

This is my first post, but I have been lurking for a while. I used the search , but I couldn't seem to find what I needed. My question is on the rear shocks of a 2002 2500 how does the top bolt come out. I've tried almost everything. It looks like the nut is welded/pressed on to some sort of bracket, so I was trying to turn the bolt. Is this the right course of action? Should I just put on a cheater pipe until it turns? Also any tips on getting to the upper bolt on the driver's side? Any help would be greatly appreciated as I would hate to have to bolt everything back up without putting on the new shocks so I can drive it to school in the morning. Thanks.

From: Land of milk and honey.
I cut my bolts with a torch. Then I replaced them with quality grade 8's with lock washers.

Also: lower your spare out of the way, gives you a lot more room.
