Power Lock VS Track Lock

I found this , it's exactly what i need to make my 95 a limited slip rear , the seller lists it as a track lock , which is not as good as a power lock from what i hear , but it looks like a power lock to me...
Thoughts or opinions? If it's a power lock I would like to pick this up before i miss out.
