major no power--owned 3 days--help

just bought my first cummins 3 days ago (waited 4 year to get) 98' 4x4 (24 valve--auto) ww/63k miles and nicely kept..the truck is a dog..im merging onto highways at 40 mph..ive driven my uncles 94' 12 valve and it will walk circles around this..today i changed the air filter, fuel filter and bought a new up pump direct from cummins cause i hear this is common..no help..also, truck seems to "miss" when cruising and surges at idle..it shut off this morning at a light in drive but started right back up, the temps are around 20-25 deg. here however i filled tank and added anti-gel..also ive plugged it in all night...PLEASE help, ive got to get it right, i took off work to fix it..could the turbo not be working, i dont hear it?? also my tach needle is jumping back and forth to zero

SOUNDS LIKE YOU NEED A CRANK SHAFT POSITION SENSOR. NOT HARD TO REPLACE.
