Lacks power

Will overboosting a 2003 Ram 3500 derate engine power if your not using a boost fooler? Running over 40 psi boost and setting code for overboosting. Checked turbo and orifice installed and bleed hole in turbo elbow. Truck has no power drives like a gas truck, tops out at 70. Thought it had a stuck waste gate but moves freely.

Yes, the engine will read the over boost and will want to defuel itself to bring the boost back down, in return = less fuel = less power.
