Heater Fan Blowing But?

Just Like The Title Says My Heater Fan Is Blowing, But The Air Stays Cold. Even When I Change My Setting From Feet To Defrost Or Whatever It Will Not Change......even When I Try To Put The Ac Or Rear Defrost On Neither Of The Lights Will Turn On....i Checked My Fuses And They Are Fine...i Was Looking In The Fuse Box And There Is A Relay There, Could It Be That?

After Some Research Sounds Like I Have A Common Problem On My Hands...has Anyone Else Had This Problem And What Did It Cost To Resolve?
