It's usually one of two things: either a bad ground to the headlights, or a bad multifunction switch. (Could possibly be a fuse I suppose, but I would assume you have already checked that).

I had the same problem. It was the purple wire in the column under the cover. Only the high beams worked. The wire comes loose, just tightened the connector and a little RTV to help hold it.

ill just throw this out there, since i had the same issue, yet it was not the loose wire or multi switch. the harness for my western unimount had gone bad. after 2 days of looking for a short or bad ground, i just decided to unplug the jumpers the western harness uses and plug the headlights into the factory harness. viola, lights came back on.
Naturally because i changed the light swtich, the multi funtion switch and made sure all wires under the dash were tight, i cant say which it was for sure. but unplugging the western harness did it in the end.

Whenever my low beams go out (usually when I want to switch from high to low). I just give it a quick/hard snap to high then back to low again. Usually that does it as I can usually hear/feel the difference in the switch. Eventually I'll buy a new switch, lol. I have DRL though so even if my low beams don't work I can still see and not blind people.
