Computer my be dead
My mechanic have been testing my 1999 24v truck and said it could be the computer acting up. Some times it does not want to start. But when it does start it runs perfect. A new one is 1200 dollars and then it has to be flashed with all the options the truck has. Does that sound right? The flashing cost around 300. The computer is the ECM right. Im wondering can an ECM be sent out to be fix by an expert, or dealers sell used ECM over the internet, is that an option. Thanks for your time

There is one place on the internet that does the ECM's but they still have to be flashed. I can't remember what the company name is.
What codes is show up when scanning?
Cummins has a way to check the ECM's with a voltmeter. The check list is a 5 or 6 pages when printed out.

Make sure the used ECM has the same ECM Code or ir will have to be reprogrammed. This can be found on the ECM plate that Cummins puts on the ECM.
With the P1689 code there are alot of thing that could be the problem.
What is the fuel pressure and flow from the lift pump? If you were running with low pressure the VP44 is mort then likely going out.
If you have a Cummins Dealer close see if they will give you a copy of the ECM check. They will try to tell you there is not one, but there is.

alway had good pressure, its not the IP, the system is not getting any air into it. my mechanic i think is getting that test today to make sure it is the ECM. so that same ECM Code is on other trucks that have a 5sp., same options like mine. thanks

Explain the times it does and does not start. If it sits for a while will it start, what are the outside temps when it will and won't start.
I'm not saying this is your problem, but on my second LP it went to 0 psi before I discovered it was bad, My IP is now dieing, in the morning it starts great but after about 20 min worth of driving it won't start unless it sits and cools off for about 3 to 4 hours. When it is above 90* outside it doesn't like to start even if it has cooled off for a while.

i found them on auto parts.com. the place in texas i been on the phone with them there good. i have no air leaks, I have a fuel pressure gage, its always a had good psi. One day it start and run fine then i go to store, turn off, go home, then go to the bank, then it does not start. Very random. any temp. does not mater. thanks for your help, any more ideas
