I actually tracked down the local mac tools dealer yesterday and got a complete walton tap extractor set from him. A drop of penetrating oil and two minutes later the tap backed right out completely intact. That tool is worth its weight in gold. I cant believe how easily it came out. And the entire tap is accounted for...so no turbo removal. Thanks guys for all the great suggestions and help...now if someone could just find me a 12v ignition in the cab id be set.
My hat's off to ya

Doesn't sound like it could be much easier!
Remove Broken Taps with Walton Tap Extractors
Three simple steps for removing broken taps – the easy way!
Step 1: Thoroughly remove all chips of the broken tap. Insert the Extractor fingers into the flutes of the broken tap, pushing them gently, but firmly, into position.
Step 2: Push the holder down until it touches the broken tap. Slide the sleeve down until it touches the work.
Step 3: Apply a tap wrench to the square end of the holder. Twist forward and backward a few times to loosen, then back out the broken tap.
