No, it's supposed to do that. When the engine is running, it stays on. It was done that way to be able to prime the fuel system, but not drain the battery if the truck was not cranked.
I would not go for the ecm yet, that's a lot of money. Man, it could be a 100 dollar part... no use in throwing parts at it not knowing what it is. You need to find a good dealership, or see if there is a cummins shop around you that can figure it out.
There are some troubleshooting tips in all of the mumbo jumbo that you can do without the DBRII.

It's the pump!!!
Man, stop fooling around and get an Air Dog or a Raptor. The raptor is a super easy install, still uses the stock FF housing. Get a FP gauge while you're at it.

Thanks for the help, the truck is gonna have to sit in colorado for awhile, I had another heart attack, and stints put in..sucks, so i can read posts, and maybe figure this out while I recoup in VA..thanks again..Jim

Yikes! I had been following this post because I know I will have to change out my stock LP someday and it worries me all the time I drive. Now you go and have a heart attack (prob caused by lift pump stress). Like madhat said, keep us posted and hope you get well soon.

well..MY lift pump is doing alot better, guess the lower altitudes of the Va coast help too, had 4 heart cathatore in a week and they put 2 stints in ..so pump is up and running!! Now the truck...when I get back to Colorado!! UI'll let you all know when I get back there..LOL probably be asking for more advice, but thanks alot guys appreciate it, I hope someone else learns something from this thread..and personally thanks too..Madhat, !!!

Jim, sorry to hear about the heart attack. Glad to hear you're doing good.
Where's the truck at in CO? If you need a hand when you come back to Colorado let me know and I'll try to run down and help you out if it isn't too terrible far. I can pull the Quad Adrenaline out of my truck and plug it in to yours so we can get some readings on fuel and rail pressure, etc...
