That is correct, they changed the law on that 29 year sliding thing, last year

I am also pretty sure that even Kali can not make you put a cat on any rig that did not come so equipped from the factory.

No, but I think the 94-98 12v did come with a cat. Right?

I think so, but I'm really not fully 'up-to-speed' on the different 12 valve model/year changes.
