Is it a deal?
I would want to see a carfax to verify the mileage. Have you driven the vechile and seen it in person? If there is rust, under the doors along the door seam and undercarriage, I would avoid it. What was it used for? If it has run a plow or had a fifth wheel installed, that would indicate hard use.
To me, the price for such an old truck sounds high. The '94's were not known to be as reliable as the other years as it was the first year of this model of truck. If they are flexible in price, this sounds like a decent vechile, you're looking at the rigth type (manual transmission.) Have it checked over by a mechanic and you'll have a better idea of what to expect.

Forget what I said about price. I did a traderonline nationwide search on 4wd, 5-speed, diesel, '94-'95 Ram 2500's. Found 7 total. High price was $11,000, low price was $9900, most had over 200k on them! Knowing it's such a rare truck I would act on it soon if you want it.
Check and see whom has been driving it. Get some input on the owner or something. A truck with that low a milage might mean something eh. Well... around here it probably would. These dodge trucks go like hotcakes, lol. Check it's background. Ask what it's had for repairs and such and see if you're given a straight answer. Hell, even try to beat them down on the price. Overall though, from all that you've told, it sounds pretty solid anyhow. Good luck dude
