century class speedometer

Anyone know if the needle can be dialed into 0? It reads 2 MPH high stopped and at 35 MPH. And I am guessing probably at 70 as well.

It's a 2000, don't have the VIN handy. If it's more involved than turning a screw in the back of the gauge I can live with it.
