12v guy here with a new to me 2011 HO & Smarty

picked up a 2011 longhorn as the wife vetoed me stuffing her and our kiddo in our single cab 12V. the truck has a smarty in the glove box but the previous owner put it back to stock (entire truck is stock) after smoking a 68rfe and told me he would keep it stock. my questions are mostly stock vs smarty driveability related:
1. it seem emissions wins over throttle response is the overall theme?
2. I get dead pedal every morning just after warmup, when coolant is around 160F if i let the truck coast for a few hundred feet I can mash the throttle to the floor with zero response for honestly 10 seconds then slowly it starts to build boost, but holy cow it feels like limp mode but with no codes, does it every morning.
3. when I roll on the throttle after coasting for a bit at low rpm the turbo doesn't respond (no fueling) for several seconds, normal?
4. When pulling a steep 12% grade with 8K pound trailer in 3rd I can here the turbo spool down then back up several times without moving the throttle and speed at a constant 30mph???
Will the smarty's lowest tune of 30hp fix most of this?
